Community Recreation Director

About the role

The Community Recreation Director supports the Installation Program Director by overseeing the day‑to‑day operations of the Community Recreation Division. This senior role manages a diverse, year‑round recreation program and its facilities, ensuring alignment with Navy, DoD and local policies.

Key responsibilities

• Develop, manage and maintain a comprehensive recreation program, including planning, business plan execution and administration.
• Create and update standard operating procedures and ensure compliance with regional, Navy and DoD regulations.
• Provide guidance to recreation managers, monitor program performance and recommend new activities or sub‑programs.
• Oversee contracts, MOUs and agreements within the area of responsibility.
• Analyze budgets, staffing needs and population trends to inform project and program decisions.
• Ensure facilities meet fire, safety, security and sanitation standards and coordinate corrective actions.
• Assist in planning, designing and supervising construction or renovation projects.
• Supervise both appropriated (APF) and non‑appropriated fund (NAF) personnel, acting as Rating Official.

Required profile

• Proven experience in managing large‑scale recreation or community services programs.
• Strong knowledge of Navy, DoD and local regulatory requirements.
• Ability to exercise independent judgment and develop operational plans.
• Excellent analytical skills for budgeting, staffing and performance evaluation.
• Leadership experience supervising mixed‑fund personnel.
