DPGs at Scale Community Manager & Operating Model Consultant

About the role

UNICEF is seeking a consultant to lead the DPGs at Scale community, turning existing work into practical, decision‑ready outputs. The role supports the Digital Impact Division (DID) and the DCOE in shaping an operating model, productized service offering, and cost‑efficiency options for UNICEF’s Digital Public Goods (DPGs) portfolio.

Key responsibilities

• Facilitate and coordinate the DPGs at Scale Working Group and broader community.
• Develop a scalable operating model and structured inputs for senior management.
• Create a productized DPG service offering and identify cost‑efficiency opportunities.
• Document good practices, manage knowledge, and synthesize cross‑cutting insights.
• Consolidate existing analyses, bilateral consultations, and early operating model concepts into clear, actionable outputs.
• Collaborate with flagship DPG teams (RapidPro, Primero, Internet of Good Things, HOPE, Oky, Bebbo) and stakeholders across DID, GPD, DFAM, Legal, Supply, and Country Offices.

Required profile

• Advanced university degree.
• Proven experience in facilitating multi‑stakeholder groups and coordinating complex initiatives.
• Strong understanding of digital public goods and operating model development.
• Ability to translate strategic discussions into concrete, actionable deliverables.
