Local Finance Specialist

About the role

The Local Finance Specialist will serve as the lead technical advisor on subnational public finance within UNDP’s Sustainable Finance Hub, supporting the Public Finance for the SDGs portfolio. The role integrates fiscal policy coherence, fiscal redistribution and high‑net‑worth individual taxation into local SDG outcomes.

Key responsibilities

• Provide high‑level policy advisory and technical leadership on fiscal policy coherence at subnational level, applying the cost of fiscal incoherence methodology.
• Act as a bridge between PF4SDGs, Internationally Aligned Fiscal Frameworks (ILFFs) and the Local2030 Coalition, integrating subnational considerations into national financing strategies.
• Lead analytical, diagnostic and implementation work on subnational public finance reforms, including coalition‑building with governments, donors, civil society and the private sector.
• Develop and refine frameworks, methodologies, guidance and tools for fiscal policy coherence and fiscal redistribution at local levels.

Required profile

• Extensive experience in public finance, fiscal policy and sustainable development at national and subnational levels.
• Proven ability to lead multidisciplinary teams and coordinate across UNDP country offices, regional bureaus and external partners.

Required skills

• Expertise in fiscal policy coherence approaches and cost of fiscal incoherence methodology.
• Strong analytical skills for public finance diagnostics and policy design.
