Program Manager, REFS Technology

About the role

The Program Manager, REFS Technology leads end-to-end a portfolio of complex, cross-functional technology programs supporting Real Estate & Facility Services globally. The role turns REFS strategy and business priorities into technology roadmaps, integrated program plans and measurable outcomes, aligning Business, DDIT, Architecture, Security, Procurement, Finance, Operations and external partners. It is based in Barcelona, Spain, and is listed as hybrid; relocation support is not offered.

Key responsibilities

• Own multi-year REFS technology programs and roadmaps, translating strategy into executable plans and challenging risks, dependencies, scope and investment decisions.
• Lead programs from demand shaping and initiation through design, build, deployment, adoption, handover and benefits realization.
• Set up governance with phase gates, steering committees and decision forums, and provide executive-ready status, risk and financial views.
• Own program financial planning, forecasting, budget control and variance management, and partner with Finance and Procurement on sourcing, commercial models, SOWs and change controls.
• Manage multi-vendor delivery with suppliers, system integrators, SaaS providers and local partners, holding them accountable for commitments, quality, dates and risks.
• Act as the senior program interface with REFS leadership, DDIT domains, regional and site stakeholders and external partners, driving change management, communications and adoption.
• Ensure solutions fit enterprise architecture, cybersecurity, privacy, quality, regulatory and service-management requirements, and define operational ownership, support models and hypercare before go-live.
• Identify and run pilots of AI, intelligent automation and robotics, assessing them against architecture, cybersecurity, privacy, data, safety, regulatory and ethical requirements.

Required profile

• 10+ years of IT project and program management in global, multi-country, matrixed and regulated environments.
• Proven accountability for large, cross-functional programs with multiple projects, vendors, regions and executive stakeholders.
• Demonstrated experience managing program financials, contracts, suppliers, risks, dependencies and governance.
• Degree in IT, Engineering, Business or a related discipline, or equivalent experience.
• Broad understanding of technology supporting real estate, facilities, workplace, protective security, capital projects and building operations.

Desirable requirements

• Experience in Real Estate, Facilities, IWMS, ERP, ServiceNow, smart buildings or similar platforms.
• Pharmaceutical, life sciences or other highly regulated industry experience.
• AI, automation, computer vision or robotics initiative delivery experience.
• PMP, PgMP, PRINCE2, MSP, Agile, SAFe or equivalent certification.

• Base salary range of EUR 57,900 to EUR 107,500, with a possible performance-based bonus.
