Técnico/a de Estudios y Ofertas – Servicios Urbanos

About the role

Acciona Services Urban is looking for a Technical Studies and Offers Specialist to join its team in San Sebastián de los Reyes, Madrid. You will lead the preparation of technical‑economic proposals for urban services projects, ensuring they are competitive, viable and compliant with client requirements and current regulations.

Key responsibilities

• Analyse tender documents (administrative and technical) and applicable regulations, especially the LCSP.
• Coordinate and draft the technical offer, guaranteeing quality, coherence and alignment with evaluation criteria.
• Develop economic studies, cost estimates, budgets and resource optimisation.
• Define offer strategy in collaboration with cross‑functional areas.
• Supervise the preparation of required administrative documentation for tender submission.
• Plan and control timelines for offer preparation and delivery.
• Lead multidisciplinary teams (operations, studies, safety, quality, etc.) to produce the proposal.
• Monitor the submission process and provide support during post‑submission phases such as clarifications or corrections.

Required profile

• Degree in Engineering, Environmental Sciences or a related field.
• 2‑3 years of experience drafting technical offers in urban services and waste collection.
• Familiarity with the tasks and work programmes related to public contract preparation.
• Strong writing and communication abilities.
• Ability to organise tasks efficiently, adapt to demanding rhythms and meet strict deadlines.
