Civil & Construction Project Engineer (Owner's Representative) - Biogas Projects

About the role

Turner & Townsend is looking for a highly motivated Civil & Construction Project Engineer to support the development and delivery of renewable energy projects, with a particular focus on biogas and biomethane facilities in Galicia, Spain. The successful candidate acts as the Owner's Representative during construction and commissioning, overseeing multidisciplinary site activities and ensuring the project is delivered successfully.

Key responsibilities

• Manage and control engineering changes during project execution and implementation on site.
• Verify that construction works follow approved drawings, specifications and project requirements.
• Supervise civil, mechanical, electrical and instrumentation construction activities.
• Monitor contractor performance, schedule compliance and project milestones.
• Oversee equipment manufacturing, installation, commissioning and start-up, and provide technical support during commissioning, integration and trial operation.
• Ensure construction teams use the latest approved project documentation and attend progress meetings with clients, EPC contractors and stakeholders.
• Record and manage construction issues, non-conformities and potential contractual claims, and witness equipment delivery inspections.
• Review construction progress measurements and payment certificates, supervise warranty and performance testing, and support quality assurance, audits and corrective actions.
• Monitor compliance with Health, Safety and Environmental requirements.

Required profile

• Degree in Civil Engineering, Industrial Engineering or a related discipline.
• Experience in industrial, energy or infrastructure projects.
• Solid understanding of construction supervision and project execution.
• Ability to work effectively with multidisciplinary teams and strong communication and stakeholder management skills.
• Fluent in Spanish and English (written and spoken).
• Willingness to travel to project sites as required.

Desirable

• Experience in biogas, biomethane, renewable energy or industrial process plants.
• Knowledge of EPC project execution.
• Experience managing contractors and site construction activities.
