Data Governance Strategy & Operations Lead (PTO)

About the role

Roche is looking for a Data Governance Strategy & Operations Lead (also described as Data Program & Performance Excellence Lead) in Madrid. Acting as an internal consultant and delivery lead, you bridge digital strategy, advanced analytics and operational reality, leading transformation initiatives across Pharma Technical Operations (PT) with the Breakthrough Methodology.

Key responsibilities

• Co-own the scoping, delivery and value realization of high-impact digital initiatives, aligned with executive stakeholders, site leaders and enterprise roadmaps.
• Co-lead the technical scoping and deployment of data products, operational AI/ML models and shop-floor automation into daily manufacturing routines.
• Use hypothesis-driven diagnostics and metrics such as yield, cycle time and data integrity to build business cases and track value.
• Partner with Organizational Change Management leads to design adoption strategies and align technical iterations with governance roadmaps.
• Ensure digital and data interventions comply with GxP, Data Integrity and regulations such as the EU AI Act and Annex 11.
• Help move pilots into scalable enterprise data products across the global operational network.
• Support site process owners in Agile, Lean and Design Thinking to build internal digital capabilities.

Required profile

• Bachelor's degree in Business Administration, Computer Science, Engineering, Information Systems, Life Sciences or a related field (Master's or equivalent preferred).
• 6+ years leading digital, data or operational excellence transformations in complex, matrixed environments.
• 3+ years in pharmaceutical operations, biotechnology, healthcare IT or highly regulated GxP industries.
• Consulting background, ideally 5+ years in top-tier firms (MBB or Big 4).
• Experience in Change Management and stakeholder coaching, with matrix leadership rather than direct reporting.

Required skills

• Enterprise data architecture, AI/ML operational applications and shop-floor automation.
• Digital adoption platforms such as WalkMe and Pendo.
• Lean/Six Sigma, Agile, SAFe, Design Thinking and Organizational Change Management (e.g. Prosci).
