About the role
The Inter-American Development Bank (IDB) seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The consultant will design and apply a methodology to quantify PPP effectiveness versus traditional public procurement.
Key responsibilities
- Build a comprehensive database of education PPPs and traditional procurement cases, mapping benchmarks across the region.
- Review and synthesize literature, evaluations, and evidence on education PPPs, extracting risks, lessons learned, and infrastructure characteristics.
- Define and validate variables and indicators to assess cost, time, administrative and pedagogical effectiveness.
- Design a Value‑for‑Money (VfM) framework and develop a practical evaluation tool with a user guide.
- Conduct a diagnostic case study in a selected country, applying the methodology to compare PPP and traditional scenarios.
- Prepare, validate, and support the publication of findings, including layout and stakeholder review.
Required profile
- Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctoral or postgraduate studies are a plus.
- Minimum of 5 years of professional experience designing, monitoring, and evaluating public policies, preferably in education or PPP contexts.
- Strong analytical mindset with proven ability to structure complex data and develop methodological frameworks.
