Job description

About the role

Thomson Reuters' Global People Governance & Compliance Unit is looking for a Senior HR Manager to own People Governance and Compliance across EMEA Continental Europe and MEA, based in Barcelona or Madrid. The role balances hands-on Tier 2 casework and operational tasks with policy design, within a regional team reporting to the VP of Global Governance & Compliance.

Key responsibilities

  • Establish and maintain standardized HR policies that comply with local labour law while allowing local adaptation, and manage the policy lifecycle and interpretation of global and local policy.
  • Monitor employment law adherence across jurisdictions and manage data privacy requirements (GDPR, DSARs, retention) with Privacy & Legal.
  • Run internal and external HR compliance audits, ensure ethical practices, and own compliance incident management (triage, RCA, CAPA, closure) and the regional HR risk register, partnering with Legal on litigation and reputational risk.
  • Own OHS activities and plans with site management, and set global standards for employee record-keeping and retention.
  • Maintain the HR policy library, templates and version control, document legal research, audit findings, remediation plans and regulatory filings (e.g. EEO-1, pay gap reports).
  • Develop training and communication materials, maintain a self-serve knowledge base and FAQ, and produce compliance reporting and KPIs for leadership.
  • Oversee benefit provider administration and local payroll inputs, and perform due diligence on payroll, benefits, recruitment, immigration and other HR vendors.
  • Act as the primary HR contact for local regulators and inspections, represent the company in legal proceedings, and partner with the People Advisory team on union and works council matters.

Required profile

  • Fluency in English, Spanish and French; fluency in other European languages preferred.
  • Significant HR compliance, employment law or HR governance experience across multiple European jurisdictions.
  • Strong knowledge of European employment law and data privacy regulation, with GDPR knowledge essential.
  • Proven ability to work independently in a matrixed, global organization, with a track record of process improvement or automation.
  • Strong stakeholder management skills and credibility advising senior HR and business leaders.
  • Based in, or willing to relocate to, Barcelona or Madrid.

What we offer

  • Flexible hybrid work (2-3 days a week in the office depending on the role).
  • Flex My Way policies, including work from anywhere for up to 8 weeks per year.
  • Career development through Grow My Way programming.
  • Benefits including flexible vacation, two company-wide Mental Health Days, Headspace access, retirement savings, tuition reimbursement and incentive programs.
  • Two paid volunteer days off and involvement in ESG initiatives.
