Tourism Development Consultant – Best Practices for Uruguay

About the role

The Inter-American Development Bank (IDB) seeks a consultant to analyse and systematise best tourism practices from Spain and Portugal, generating recommendations for adaptation in Uruguay. The work supports the Trade and Investment Division in strengthening Uruguay’s tourism competitiveness and sustainability.

Key responsibilities

• Develop a detailed work plan and methodological framework covering comparative analysis, data sources, interview strategy and deliverable structure.
• Analyse best practices in tourism supply, focusing on product diversification, innovation, digitalisation, sustainability, and especially wine and gastronomic tourism.
• Assess tourism promotion strategies, including country‑brand positioning, digital marketing, market segmentation and public‑private coordination.
• Review regulatory and institutional frameworks, governance models, incentives, quality standards and sustainability certifications.
• Prepare policy recommendations to strengthen Uruguay’s tourism sector, prioritising actionable steps for product development, promotion and regulatory reforms.

Required profile

• Bachelor’s degree (post‑graduate preferred) in Tourism, Economics, International Relations, Public Policy or related field.
• Minimum 7 years of professional experience in tourism policy, territorial development, marketing or international comparative studies.
• Proven experience providing consulting services to multilateral organisations, governments or development agencies.
• Fluent in Spanish and English (written and spoken); French and Portuguese are a plus.
• Citizenship of one of the IDB’s 48 member countries and no close family ties to IDB staff.
