Director of Administration Department

About the role
The Director of Administration leads the Administration Department of the Union for the Mediterranean, ensuring that finance, procurement, central support services and IT operate at the highest standards of accuracy, compliance and efficiency. Reporting to the Deputy Secretary‑General – Administration, the role is a member of the UfM Management Committee and provides strategic leadership across core support functions.
Key responsibilities
- Develop, implement and monitor comprehensive financial strategies, policies and procedures aligned with organisational goals, EU financial regulations and IPSAS.
- Oversee all financial operations, including budgeting, forecasting, reporting, accounting, treasury management, payroll and procurement.
- Provide strategic financial analysis and advice to support decision‑making and resource allocation.
- Define the department’s work programme in collaboration with its units, ensuring alignment with the UfM strategy.
- Ensure the department has appropriate resources and staff to achieve organisational objectives.
- Maintain accuracy, compliance and integrity of all accounting operations in line with internal governance frameworks.
- Implement agile processes and digital tools, fostering continuous improvement.
- Drive continuous improvement of financial workflows, act as Accounting Officer and ensure operational excellence.
- Guarantee that IT infrastructure and ICT operations (system maintenance, help‑desk, security) meet organisational needs.
Required profile
- Proven senior leadership experience in finance, procurement and administrative functions.
- Deep technical and procedural expertise in EU financial regulations and international accounting standards (IPSAS).
- Demonstrated ability to align departmental activities with organisational strategy and manage resources effectively.
- Experience driving digital transformation and agile processes within a multi‑disciplinary team.
